The unauthorized practice program of the Law (Unlicensed Practice of Law, UPL) was established by the Supreme Court of the State of Florida, to protect the public from damages caused by individuals without a license to practice law.

That is why the Certification of Foreign Legal Consultant (Foreign Legal Consultant) was created, it establishes in its regulation of the Bar Association, the authorization of a foreign lawyer to offer legal advice to clients with respect to the laws of the country under which is admitted to practice, according to Rule 16.

In the State of Florida the entity responsible for granting this certification is the Bar Association (Florida Bar), the National Council of Advocate Examiners and the Supreme Court.
